APAC PROJECT
Support for the populations affected by the Sahel Crisis in Northern Guinea, Côte d'Ivoire, Ghana, Togo and Benin
This project concerns the border regions of northern Guinea, Côte d'Ivoire, Ghana, Togo and Benin, and aims to maintain social cohesion among the various communities affected by the Sahel crisis. In doing so, it will also help strengthen the resilience of these areas in the face of the regional security crisis. To achieve these objectives, the issue of agropastoralism and in particular livestock mobility, often seen as a destabilizing factor in terms of security, will serve as the starting point for the project’s four areas of action.
Programme Objective
Overall objective: To ensure the socio-economic resilience of cross-border areas in the face of the regional security crisis.
Specific objective: To maintain social cohesion among the various communities affected by the Sahel crisis.

Main Components
There are areas of action, in the project:

The first area of action is to improve local actors understanding and acceptance of livestock mobility. This involves organizing appropriate, informed discussions, capacity building among local authorities, issuing official documents to livestock herders, and widely disseminating results concerning the performance of the sector.

The second area focuses on strengthening and diversifying the livelihoods of vulnerable households in livestock farming areas. This includes emergency actions such as the distribution of basic necessities, animal health campaigns, and cash-for-work schemes, as well as rehabilitation measures such as the distribution of small ruminant breeding stock, the development of economic activities, the granting of microloans, and vocational training for young people.

The third area of action promotes access to and improved management of natural resources, by creating or rehabilitating water points, and reinforcing the capacity of local committees to manage the many existing pastoral facilities.

The fourth area of action involves anticipating and co-managing issues relating to livestock mobility. This involves strengthening inter-municipal authorities (intercollectivités), supervising the management of pastoral facilities and market infrastructure, establishing local monitoring relays, organizing forums for dialogue at village and cross-border level, and implementing aid actions approved by the co-management committees of local intervention funds.
